Basically, last century (aka in 2004) the EU came up with this somewhat sensible tool where you can create your CV online, making use of predefined categories to make your skills and qualifications comparable across Europe. This rather dim-looking tool - called Europass - now gets an upgrade to the digital age as new skills evolve. Not a bad idea at all!
The Commission claims that this Europass has helped labor mobility in Europe and has also made qualifications and skills more transparent across different countries. Being able to have one CV format that can be used all over Europe is helpful. The Europass website was visited 126 Million times since 2005 and the Europass CV has been created 60 Million times. This shows how this EU-wide template was quite successful. Interestingly, especially in countries like Italy and Spain.
First of all: the proposal by EU Employment Commissioner Marianne Thyssen comes up with a new, up-to-date CV-builder for documenting everything you know how to do (aka your skillzzzz), self-assessment tools and helpful information about new skill trends across Europe.
Second of all: The Europass tools will also be better connected with other job programs of the Commission that are happening "on the ground" in the Member States. This is nice of course - and makes sense!

The proposed system will allow for the effective management of authorised short-stays, increased automation at border-controls, and improved detection of document and identity fraud, according to the Commission.

The file has been handed over to the Parliament's Culture and Education Committee as well as the Employment and Social Affairs Committee - it's a joint report - who adopted their position in June 2017. In December 2017 they already came to a provosional deal with the Council which will be confirmed by formal votes in 2018.
