Resettlement of Migrants in the EU

In order to guarantee a fair redistribution of migrants across the EU the Commission wants to establish criteria for which persons will be resettled from which countries.

How did we get here?

The European Commission proposed an EU Resettlement Framework to achieve a European policy on resettlement to ensure safe and more coordinated pathways to Europe for persons in need of international protection. This is part of the Commission's big reform of the Common European Asylum System and the long-term policy on better migration management. It is also a way of supporting third countries around Europe who have been hit hard through the migration crisis.

 

Why is this important for me?

This Commission proposal should make sure that people who need protection get it. And that there are ways of entering Europe safely without having to risk one's life. Therefore the proposal is important because it addresses basic human rights and wants to organise the migration situation in and around Europe better.

What's the content?

According to the proposal, the Member States will still be the ones deciding on how many people they are willing and able to resettle each year. The goal is that together, the EU will have a greater impact by actually coordinating the different national approaches. In practice this means: there will be yearly resettlement plans (decided by the Council) which are then brought to life throught the targeted resettlement schemes (adopted by the Commission). The resettlement plans lay down how many people from which countries will be resettled in a particular year. Also the Resettlement Framework will lay down:

As a bonus, the Commission will provide €10,000 from the EU budget for each person resettled.

 

 

The proposed system will allow for the effective management of authorised short-stays, increased automation at border-controls, and improved detection of document and identity fraud, according to the Commission.

The system will apply to all non-EU citizens who are admitted for a short stay in the Schengen area (maximum 90 days in any 180-day period).

What's happening with this legislation in the future?

The file is currently dealt with in the Civil Liberties, Justice and Home Affairs where it will have to go through the Parliament's scrutiny. The draft report was published in March 2017. The UK and Ireland might take part in this process if they choose to do so (unlikely in the UK's case...#Brexit). Denmark has a special deal as well and does not have to take part in the adoption of this Regulation. We will keep you posted on how things are evolving.
