Strategy Against Discrimination of LGBTI Persons

The European Parliament published a non-binding strategy against the discrimination of LGBTI persons trying to push the Commission and Member States to initiate binding laws.

How did we get here?

One in two LGBTI persons in the EU feels discriminated or harassed on because of their sexual orientation and one in three was discriminated when trying to access goods or services. One in four was even physically attacked.


Why is this important for me?

The report was published in order to fight homophobia and discrimination of LGBTI persons in all areas of life and to generally implement the principle of equal treatment between people in all Member States.


What's the content?

The European Parliament's Committee on Civil Liberties, Justice and Home Affairs drafted a report asking for specific improvements like the non-discrimination at work or among asylum seakers as well at when it comes to the freedom of expression and assembly.

Furthermore, Member States should investigate hate crimes against LGBTI people and adopt criminal laws prohibiting incitement to hatred because of the sexual orientation and gender identity of LGBTI persons. Finally, the Commission was asked to make proposals for the mutual recognition of all civil status documents across the EU, including registered partnerships, marriages and legal gender recognition.


What's happening with this legislation in the future?

This is a so-called "own-initiative procedure", meaning that the European Parliament is not changing a legislative proposal from the European Commission but publishing a report itself. Now, as the report was adopted in the plenary, it was forwarded to the Council of the EU, the European Commission, the European External Action Service and the Member States which can adopt measures on the basis of these suggestions.
